Fall '98 Conference at Centralia College

The Fall '98 conference will be held November 5/6 at Centralia College. This will be the second in the series, "Librarian as Educator: Philosophy, Vision, Program Design." The conference is jointly sponsored by CLAMS, the LMDC, and ACRL Washington Chapter. Registration information and forms are available from the CLAMS Web site.

The conference is entitled, "Effective Teaching: A View From the Center." Catharine Beyer, Associate Dean for Instruction at Edmonds Community College, and her guests will lead attendees through a mix of presentation and workshop in an effort to uncover ways to meet our students' needs effectively in the classroom or in a one-to-one setting. Questions that will be asked: What is effective teaching?, How do we get there as individuals?, How do we begin to evaluate our own work and make progress?

Spring Business Meeting

CLAMS Business Meeting at the Spring Conference in Spokane, 8:00 am, May 1, 1998

President Stephanie Carter (Centralia College) called the meeting to order. The minutes from the last business meeting, October 23, 1997, were distributed, read and approved.

Changes to Constitution and Bylaws

The Executive Board had some proposed changes to the Constitution and Bylaws for the membership to vote on. First was the length of office of the Secretary position, which is 2 years. The Board proposed changing this term to 1 year. This was moved, seconded and approved. The Treasurer position will remain a two-year term.

Interest Groups

Traditionally there have been three interest Groups: Audio-visual, Technical Services and Reference. The Reference Interest Group is the only one that has been meeting recently; it did not meet last spring due to lack of time at the conference. Current Reference Interest Group head Stephen Badalamente suggested that a group meet on the issue of Collection Development. Discussion followed which showed strong interest in scheduling a time at conferences where librarians could exchange ideas and practices in an informal way. It was decided to call this the Current Issues Forum so that it could readily accommodate new topics. Conference schedules should allow one to one-and-one-half hours for this meeting. Anyone interested in moderating this Forum for the Conference should contact Paula Palmer.

Future Joint Conferences and Registration Fees

Stephanie reported that this conference is the first in a series of four that ACRL and CLAMS will jointly sponsor. ACRL traditionally plans for registration fees to cover the costs of conferences, and a rise in fees would be needed to accomplish this. It was moved, seconded and passed that registration fees could be set at a maximum of $30 to meet conference costs in the future.

Treasurer's Report

The Treasurer's Report, prepared by Helen Feeney, was distributed and reviewed. The balance as of April 27, 1998, was $4,529.49. (Expenses from this Spring Conference are yet to be paid.) The treasurer's report was accepted.

Database Licensing Project

Stephanie Carter, member of the Database Selection committee, distributed copies of the Washington State Library Statewide Database Licensing Project homepage http://www.wa.gov/wsl/sdl/. This homepage offers links to many databases; the categories include General Periodical, Business, Science & Health, News, Reference and For Kids. Librarians are encouraged to use this to evaluate the various databases. These databases can be used in a teaching situation, but because of agreements with the vendors, do not post this link to your home page. Testing will continue through July 31 on these databases. After this time, the page will continue to exist as a place to trial run databases.

The State has $500,000 a year to apply to two-year contracts for a total of $1 million. The selection of databases will be made later this summer. Evaluations will weigh 60% and subscription price 40% in making the final choice. If a library already subscribes to a database that is selected, the vendor must adjust the subscription price for that library. Washington Online Project

Mary Ann Goodwin reported on the Washington Online Project. John Thompson, Dean of Instruction for Instructional Resources and Telecommunications, Spokane Falls Community College, is the Online Project Manager. The Washington Online Project will provide access to information resources through an Online Library Home Page. Access to information about books and media in the college collections will be provided by WLN's new WebLN product, while access to periodical databases, including full text resources, will be provided through EMBANET. Other Internet based resources will also be made available to students through the homepage.

Additional services will be provided to students by their home library, the library at the institution where they are enrolled. Each library will be expected to provide document delivery and other basic library services to their online students. In addition, Stephanie Carter suggested that each library could create either a Web page or a brochure that describes all services available to distance learners. Each library will need to develop a policy to meet the needs of its students.

Interlibrary loan is the only means of reciprocal borrowing that currently has total agreement. Gary Payne reported that Skagit Valley College serves its distance education students by 1) mailing requested books to students with return postage/label included, and 2) providing remote access to EBSCOhost. He said there are few requests for photocopies of articles.

Jennifer Wu reported that she and Sharon Simes (both at Seattle Central C. C.) have participated in the development of an online library which will be beta tested Fall Quarter. After the course has been developed, any campus could offer a section of this course. The course outline would remain the same wherever it was offered, but assignments and materials could differ. Faculty unions will need to address the issue of faculty compensation in the distance education arena.

New Officers

The results of the election were announced, and the new officers present were introduced. New officers are:
President-Elect Paula Palmer (Lake Washington Technical College)
Treasurer Becky Sproat (Tacoma Community College)
Secretary Paula McMillan (Seattle Community Colleges)

The meeting was turned over to the new President for the coming year, Margaret Snyder (Centralia College). She presented a gift book to Stephanie Carter in appreciation of her service to CLAMS.

Chowder

Stephanie Carter will continue as Chowder editor. Jack Harton (Highline Community College) will assist with the Chowder. Please report library news to Jack.
